OSCAR WEEK&lt;/strong&gt; is one of the most exciting times of year for the entertainment-industry elite. From parties to pampering, celebrities take part in a whirlwind of activities leading up to—and including—the big day. Brown, joined by Port Authority of New York and New Jersey Executive Director Christopher O. Ward and New York City Taxi and Limousine Commissioner Matthew W. Daus, today announced that a joint crackdown on unlicensed taxi drivers who illegally hustle passengers at the City's two major airports has resulted in 18 individuals being charged with the illegal solicitation of ground transportation. &lt;br /&gt;
&lt;br /&gt;
The crackdown comes in the wake of Governor David A. Paterson signing a bill into law last month which increased penalties for unlawfully soliciting ground transportation at an airport. On October 9, 2009, Governor Paterson signed legislation elevating Section 1220-b of the Vehicle and Traffic Law, Unlawful Solicitation of Ground Transportation, from a violation to a Class B misdemeanor punishable by up to 90 days in jail and/or a fine of up to $1,250. &lt;br /&gt;
&lt;br /&gt;
District Attorney Brown said, "I commend Governor Paterson and the State Legislature, particularly Senator Martin Marlavé Dilan and Assemblyman Jeffrion L. Aubry, the bill's sponsors, for their efforts in helping to curtail illegal and oftentimes overly aggressive, solicitation of passengers at our airports. For too long, unregulated taxis and unscrupulous drivers, who are not properly licensed and who do not carry appropriate insurance, have put passengers at serious risk. This legislation should go a long way toward putting an end to the days when airport hustlers accepted paying a minimal fine simply as a cost of doing business." &lt;br /&gt;
&lt;br /&gt;
The District Attorney continued, "Each year, more than seventy million passengers travel through JFK and LaGuardia Airports, many of whom are visitors from other states and countries and are unaware of ground transportation options when they arrive at the terminal. Often, these passengers are unfamiliar with New York prices and/or U.S. currency and, as a result, are charged exorbitant rates to be driven even the shortest of distances. As tourism, one of New York's most revenue-producing industries, continues to grow, it is vitally important to our economic health that we provide a safe and welcoming environment at our airports." &lt;br /&gt;
&lt;br /&gt;
Port Authority chairman Anthony Coscia said, "Last night's arrests are one part of the Port Authority's effort to remove taxi hustlers from our airports. With the new law in place, our enforcement has increased and taxi hustlers should be forewarned: this is the end of the road." &lt;br /&gt;
&lt;br /&gt;
NYC TLC Commissioner Matthew W. Daus said, "Our enforcement actions have amply illustrated the value of the recent anti-hustling legislation in protecting arriving travelers from predatory illegal for-hire operators. As we had anticipated when we worked together with the taxicab and for-hire industries for the law's passage, passengers are safer today because of it, and legitimate operators enjoy a level playing field. Airport hustlers now know that they will face prosecution to the fullest extent of a law with provisions that have true and meaningful repercussions." &lt;br /&gt;
&lt;br /&gt;
According to the criminal charges, the defendants illegally offered arriving passengers at JFK and LaGuardia Airports their services as ground transportation for hire, charging fees of $25 to $40 for destinations in Brooklyn and from between $35 and $80 for destinations in Manhattan. In most cases, the defendants previously had been warned not to enter or remain in the airports for the purpose of offering ground transportation services &lt;br /&gt;
&lt;br /&gt;
The defendants were arrested yesterday and variously charged with unlawful solicitation of ground transportation services, third-degree criminal trespass and trespass. If convicted, they each face up to 90 days in jail and/or a fine of up to $1,250. &lt;br /&gt;
&lt;br /&gt;
District Attorney Brown cited two recent airport hustling cases that clearly highlighted the need to elevate Section of 1220-b of the Vehicle and Traffic Laws, as well as the need to crack down on unlicensed taxi drivers who solicit unwitting passengers at our airports: &lt;br /&gt;
&lt;br /&gt;
* On November 19, 2009, Garret C. Smith, 53, of Conyers, Georgia, pleaded guilty to second-degree assault, a Class D felony, and admitted that, on January 6, 2009, he was at the International Arrivals Terminal at JFK Airport and illegally soliciting taxi passengers. Smith further admitted that when Port Authority Police Officer Jamie Alexandersen approached to arrest him, he (Smith) fell to the ground, taking Officer Alexandersen with him and causing Officer Alexandersen to sustain a line of duty injury, a torn ligament to his knee, which has kept him out of work since the incident. Smith is to be sentenced on January 28, 2010, at which time he is expected to be sentenced to five months in jail, five years' probation and ordered to enroll in a counseling program. &lt;br /&gt;
&lt;br /&gt;
* In June 2009, Khaalif Preacher, 27, of 1384 Pacific Street, and Ian L. McFarlane, 57, of 285 East 35th Street, both of Brooklyn, were charged with steering five unsuspecting French tourists to their unauthorized van service outside JFK's Air France terminal and then holding them against their will as the van raced approximately seven miles through sections of Queens and Brooklyn in an attempt to escape pursuing police vehicles. The tourists' harrowing journey began when Port Authority police officers attempted to cite the defendants for "hustling" passengers at the airport. Preacher pleaded guilty to first-degree reckless endangerment, a Class D felony, on October 8, 2009, and is expected to be sentenced to six months in jail and five years' probation when he is sentenced on December 3, 2009. The case against McFarlane is presently pending trial. &lt;br /&gt;
&lt;br /&gt;
The investigation was conducted by the Port Authority Police Department under the supervision of Superintendent Michael A. Fedorko. &lt;br /&gt;
&lt;br /&gt;
The cases are being prosecuted by Catherine C. Kane, Chief of the District Attorney's Airport Investigations Unit, of the Organized Crime and Rackets Bureau, under the supervision of Gerard A. Brave, Bureau Chief, and Mark L. Katz, Deputy Bureau Chief, and the overall supervision of Peter A. Crusco, Executive Assistant District Attorney, Investigations Division, and Linda M. Cantoni, Deputy Executive Assistant District Attorney. &lt;br /&gt;
&lt;br /&gt;
It should be noted that a criminal complaint is merely an accusation and that a defendant is presumed innocent until proven guilty. &lt;br /&gt;

With its new environment based on Windows Server&amp;#174; 2008 R2, EmpireCLS has cut support calls by 75 percent and increased IT administrators’ productivity by 35 percent. It also expects to lower power costs by 33 percent. &lt;/font&gt;&lt;/p&gt;

The disparity in technologies drove up complexity and costs, eroded stability, and made it hard to find IT employees who had the needed skill set.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;In 2007, EmpireCLS decided to rebuild its architecture with the Windows Server&amp;#174; 2003 operating system and HP hardware. By doing so, the company simplified its IT environment, improved reliability, and streamlined administrative tasks. By 2008, 90 percent of the company’s server computers ran Windows Server 2008 Enterprise. Administrators made use of many tools from Microsoft to deploy unified communications, server virtualization, enhanced disaster recovery, and automated workflow processes. EmpireCLS had met its original challenges, but it continued to seek new technologies to streamline operations. &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;&lt;strong&gt;Solution&lt;/strong&gt;&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;In 2009, EmpireCLS learned about the Windows Server 2008 R2 operating system and decided to implement it. Administrators wanted to use virtualization and server management capabilities such as the enhanced Hyper-V&amp;#8482; technology with Live Migration, and the Cluster Shared Volumes (CSV) feature in failover clustering. With Live Migration, administrators can move virtual machines from one host to another and still keep them online. With CSV, multiple cluster nodes can simultaneously access the same disk or logical unit number (LUN). &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;EmpireCLS was also interested in other features in Windows Server 2008 R2. For example, the company wanted to use Virtual Desktop Infrastructure and Remote Desktop Services to create virtual desktop environments. And by taking advantage of the BranchCache&amp;#8482; feature, EmpireCLS could accelerate file transfer speeds.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;In September 2009, EmpireCLS deployed Windows Server 2008 R2 Enterprise on clustered HP ProLiant BL460c G6 server computers. In addition, administrators created virtual desktop environments running the Windows&amp;#174; 7 operating system for 250 employees. Business applications and virtualized desktops are replicated across the new clusters and three existing clusters—which will also run Windows Server 2008 R2. In addition, administrators deployed Microsoft&amp;#174; System Center Virtual Machine Manager 2008 R2 to streamline server management. Finally, EmpireCLS engaged Microsoft Services consultants to reconfigure its Active Directory&amp;#174; service to support secure access to virtual desktops with most any Internet-enabled device. &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;&lt;strong&gt;Benefits&lt;/strong&gt;&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;By using Windows Server 2008 R2 and other Microsoft applications, EmpireCLS has reduced support calls by 75 percent and sped administrators’ productivity by 35 percent. The company also expects a 33 percent reduction in energy costs.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;Reduces supports calls by 75 percent. EmpireCLS boosted system stability and uptime by deploying its new solution. “Our Linux-based architecture had too many different components, and we had issues day and night,” says Alan Bourassa, Chief Information Officer at EmpireCLS. “With our new infrastructure built on Windows Server 2008 R2, we reduced support calls by 75 percent.” In addition, employees are happier with the new solution. They can quickly access needed information from almost any location, and system performance has improved. Live Migration has also reduced scheduled downtime for events such as patch management. “Today, we see much faster performance in our dispatch and reservation applications,” says Bourassa. “Our uptime has also reached 99.999 percent.”  &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;Boosts administrators’ productivity by 35 percent. Administrators can accomplish more than in the past. “I can handle almost all IT tasks from my desktop, which frees up time to work on planning future projects,” says Bray Doherty, Systems Administrator at EmpireCLS. Not only can administrators manage applications and virtual machines from their desktops, but they can also manage hardware with tools such as HP Integrated Lights-Out (iLO) Advanced Pack, which provides remote access to HP server computers. Bourassa notes, “With a server farm this size, we couldn’t manage without HP iLO.”&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;The Hyper-V Management Console and System Center Virtual Machine Manager 2008 R2 also help simplify the creation and management of virtual servers. “With all the new features in Windows Server 2008 R2, midsize companies can implement technologies like clustering and virtualization on their own at a lower cost point,” explains Bourassa. “When I compare VMware with Hyper-V in Windows Server 2008 R2, the choice is simple. System Center Virtual Machine Manager 2008 R2 is also a great tool for us because we no longer have to view each virtual server individually. Instead, information is aggregated so we can see what’s on each server by node.” &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;Cuts power expenses by 33 percent. New virtualization and clustering capabilities in Windows Server 2008 R2 boost server utilization. For example, in the past, each virtual machine required its own LUN or disk to support a failover configuration. Today, virtual machines can failover to the same LUN. “With Windows Server 2008 R2, we have reduced LUN management by 80 percent,” says Bourassa. “We can also run 8 virtual machines to each CSV and 24 virtual machines per server. Previously, we could run only 8 to 12 virtual machines per server. By increasing our server utilization with Windows Server 2008 R2 and taking advantage of the increased capacity of our new HP ProLiant G6 servers, we will reduce both our server farm infrastructure and our power costs by 33 percent.”&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;&lt;strong&gt;Windows Server 2008 R2&lt;/strong&gt;&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font face="Calibri"&gt;Windows Server 2008 R2 is the latest version of the Windows Server operating system from Microsoft. Cabbies who weave in and out of traffic, slam on their brakes or sideswipe bicyclists better think twice - Big Brother will soon be watching.&lt;/p&gt;
&lt;p&gt;The city plans to mount digital cameras on a handful of taxis to see if they help detect reckless driving. &lt;/p&gt;
&lt;p&gt;When there's an accident, the cameras would provide valuable information about who is to blame. &lt;/p&gt;
&lt;p&gt;"This technology is being used effectively throughout the for-hire vehicle industry, and it is saving them considerable amounts of money on their insurance costs," Taxi and Limousine Commissioner Matthew Daus told the Daily News. &lt;/p&gt;
&lt;p&gt;"More importantly, we believe this pilot program has very real potential to help us deter accidents and save lives." &lt;/p&gt;
&lt;p&gt;One company has signed up to put the digital system in as many as 20 yellow taxis. &lt;/p&gt;
&lt;p&gt;The country's largest luxury car chauffeur company has already installed a surveillance system called DriveCam throughout its high-priced fleet of Mercedes Benzes, Rolls-Royces and other top-flight cars. &lt;/p&gt;
&lt;p&gt;"It's an amazing piece of technology," said David Seelinger, owner of EmpireCLS Worldwide Chauffeured Transportation. "It's been a tremendous benefit to us financially." &lt;/p&gt;
&lt;p&gt;Annual payout costs for accidents have dropped more than $500,000 as the cameras often prove Empire's drivers weren't to blame, Seelinger said. &lt;/p&gt;
&lt;p&gt;The company also has used the technology to identify drivers who needed more training, Seelinger said. &lt;/p&gt;
&lt;p&gt;Some yellow cabs and livery cars have cameras pointed toward the interior to deter crime or give police clues for investigations. &lt;/p&gt;
&lt;p&gt;Cameras on the outside of cabs is something new - and struck the wrong chord with Bhairavi Desai, president of the Taxi Worker's Alliance, a drivers' advocacy group. &lt;/p&gt;
&lt;p&gt;"I thought in America the law was you're innocent until proven guilty," Desai said. "This would absolutely be an invasion of privacy. It's intrusive." &lt;/p&gt;
&lt;p&gt;David Pollack, director of the Committee for Taxi Safety, said any program should be voluntary because owners could have trouble affording the cameras. Still, he believed the technology could lead to lower insurance costs. &lt;/p&gt;
&lt;p&gt;There were 9,736 accidents involving a yellow cab or livery car in the city in 2006, the latest year available, the state Department of Motor Vehicles said. That's about 2,400 fewer than in 2003. &lt;/p&gt;

&lt;paragraph_body /&gt;Norwood, N.J.-based chauffeured transportation company EmpireCLS Worldwide Chauffeured Services last month detailed an environmental sustainability program that includes a partnership with a third-party sustainability solution provider, the use of nitrogen in the tires of the entire fleet to save fuel and providing environmental footprint reports to clients. &lt;br clear="none" /&gt;
&lt;br clear="none" /&gt;
EmpireCLS partnered with Green Ride Global, which provides environmental sustainability solutions to the transportation industry. "We contracted with them to hold us accountable," according to David Seelinger, chairman and CEO of EmpireCLS. &lt;br clear="none" /&gt;
&lt;br clear="none" /&gt;
"The first thing we did was start to determine the present baseline emissions," said Green Ride Global COO Ian Lipton. The company looked at both direct and indirect emissions, such as fuel consumed by the fleet and electricity used at offices, and set a goal to reduce EmpireCLS' carbon footprint by 20 percent over the next five years.&lt;br clear="none" /&gt;
&lt;br clear="none" /&gt;
"It's a very aggressive target," said Lipton. "Immediately, the company will replace all the air in all the tires in every single vehicle in the fleet with nitrogen. Nitrogen molecules are bigger than oxygen molecules, so they don't migrate out of tires as fast. That alone will save between 5 and 15 percent in fuel consumption."&lt;br clear="none" /&gt;
&lt;br clear="none" /&gt;
Nitrogen filling stations also "have been installed in every facility," Seelinger said.&lt;br clear="none" /&gt;
&lt;br clear="none" /&gt;
Green Ride Global also will provide annual reports to corporate clients. "It will tell clients their environmental footprint by virtue of using EmpireCLS," Lipton said. "Most clients will be able to see, as they use EmpireCLS over the years, their footprint come down."&lt;br clear="none" /&gt;
&lt;br clear="none" /&gt;
Currently, alternative fuel vehicles comprise 5 percent of EmpireCLS' fleet, Seelinger said. While the company has flex-fuel vehicles, it now is purchasing hybrids. Worldwide Centers of Commerce Index, we knew it was valuable information and we
wanted to share it with our clients.&lt;span style=""&gt;  &lt;/span&gt;In
addition to providing the complete ranking below, we have also provided
snapshots that focus on more specific results.&lt;o:p&gt;&lt;/o:p&gt;
&lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;The 2008 MasterCard Worldwide Centers of Commerce Index is a
ranking of the top 75 cities that drive global commerce.&lt;span style=""&gt;  &lt;/span&gt;Against a backdrop of economics, sociology,
and urban studies, cities are evaluated across 7 dimensions: Legal and
Political Framework, Economic Stability, Ease of Doing Business, Financial Flow,
Business Center, Knowledge Creation and Information Flow, and Livability.  &lt;/p&gt;
&lt;p class="MsoNormal"&gt;While regional rankings favored Europe, the United States is
the only country to have &lt;span style=""&gt; &lt;/span&gt;two cities in
the top ten (New York and Chicago).&lt;span style=""&gt;
&lt;/span&gt;However, as a result of the widening global economy, the United States
had many downward moves among cities, most notably Washington, D.C. and
Houston.&lt;o:p&gt;  &lt;br /&gt;
&lt;/o:p&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;There were also many newcomers this year.&lt;span style=""&gt;  &lt;/span&gt;The 2007 report examined 63 cities but only ranked
50.&lt;span style=""&gt;  &lt;/span&gt;In 2008, not only were an additional
12 cities added, but all 75 were published in the ranking.&lt;span style=""&gt;  &lt;/span&gt;Surprisingly, the highest ranked newly
published city to enter the list was Philadelphia, coming in at the 18&lt;sup&gt;th&lt;/sup&gt;
position overall and 4&lt;sup&gt;th&lt;/sup&gt; among U.S. cities (just one below Los
Angeles which slid this year from 10&lt;sup&gt;th&lt;/sup&gt; to 17&lt;sup&gt;th&lt;/sup&gt;).&lt;span style=""&gt;&lt;/span&gt;&lt;/p&gt;
